Pavilion for negotiations is offered to be placed on an isle, in the seashore part of the park, at the crossroads of the central, western, eastern and northern canals. The upper part of the pavilion is projected in a shape of a light, 1-storey, transparent construction round in its diameter of 15 m, height ofن m and surrounded by a colonnade of the doubled stone columns with massive stone eaves at the top.

The pavilion is placed at the hard ferro - concrete stylobate, 50 m in diameter and 6 m height, which serves the first floor of the whole building. The ferro-concrete partition of the pavilion is designed in a shape of a truncated cone placed at the ground surface. At the horizontal part of the ceiling it is offered to organize a terrace and a passage gallery with colonnade. The slanting partition of the cone is surrounded by natural earth, at the surface covered with turf. Being located at the five basic concentrating circles and con-nected in a radial principle with each other, the walls organize a honeycomb system. The ferro-concrete bottom and the ceiling connected with the walls by the frame hitches. The island, where the pavilion itself is located, is surrounded by the channel connected with the gulf with an alternating water-level. Lack of the cellar dictates to locate fundamental basis at shallow partitions taking the soft plastic loamy soil as the essence of a material. Deepening of the volume basement is regarded nonsuitable in order to avoid cases of freezing and erosion. Therefore in the project it is offered to use a pile fundament with a monolith ferro-concrete tile at the level of the ground surface being the same base and bottom of the whole construction. According to the conclusion about engineering and geological composition of the territory of the Konstantinovsky park in Strelna, perfected by OAO "VNIIG" named after Vedeneyev in 2001, the existing soft plastic loamy soil by their parameters are near to the fluctuating plastic ones that lose their resistance in cases of humid condition and dynamic influence. In that vista the project offers to drill or press all piles of the volume construction. In order to avoid capillary suction of water or flowing the moisture over walls and the ceiling it is considered necessary to add into the concrete mass any of hydroisolating partitions like calmatron, penetron, aquafin and thus to enlarge density and waterproof of the ferro-concrete constructions. The basic constructions of the upper part of the pavilion are shaped of eighteen metallic uprights made of the rolling profiles staged in a circle onto the permanent ring-like metallic rope closed up into the ferro-concrete. Over the uprights it is offered to compose the harsh metallic ring-rope, being united with the lower one is converged into the one spatial frame. In order to accomplish the architectural idea the ceiling of the pavilion is offered to be designed of the tracery steel constructions which allow to gain the effect of a lightning transparency of the roof.
